Rep. Armagost on New Law to Create Stable Housing for Abuse Survivors
(Denver, CO – June 7, 2024) – Representative Ryan Armagost recognized yesterday’s signing of a bill to create the Stable Housing for Survivors of Domestic or Sexual Violence Program.
HB24-1431 implements this new program under the Colorado Department of Health and Human Services [CDHS]. CDHS will contract with community-based advocacy organizations to provide short-term assistance payments to survivors of domestic or sexual violence for stable housing. Eligible individuals will be those also qualified for assistance under the Colorado Works Program.
“This bill is directly tied to public safety,” said Representative Armagost. “Our criminal justice system does not have all the tools necessary to protect children, youth, and their caregivers from abusers. This bill bridges that gap - enabling survivors to remove themselves from cycles of abuse. It provides victims with the means to regain their power, wellbeing, and independence.”
The effective date for contracts to start will be January 1, 2025. Through the passing of this bill, Colorado aims to deliver an effective solution for addressing the immediate needs of vulnerable populations escaping abusive environments.
